Garland Home Repair Program
The Garland Home Repair Programs provide assistance to homeowners with major repairs through rehabilitation. The programs are intended to assist low and moderate-income homeowners who cannot afford to complete the repairs themselves. Funds are provided by the City's Community Development Block Grant (CDBG) and through a partnership with the Garland Housing Finance Corporation.

Program Structure
The Garland Home Repair Program is available for homeowners with household incomes at or below 80% of Dallas County Area Median Income Limits. (Income Limits).
Tier 1 - Minor Emergency Repair Grant
- Homeowners who are 55 or over or disabled can apply for the program to repair or replace a single non-functioning component for up to $5,000.
- Electrical Repairs
- HVAC Replacement
- Plumbing systems
- Architectural Barrier Removal
Tier 2 - Home Rehabilitation Repair Grant
- Homeowners can apply for the program to repair or replace multiple non-functioning components for up to $25,000.
- Substantial Electrical Repairs
- HVAC Replacement
- Plumbing systems
- Architectural Barrier Removal
- Roof Replacement
- Exterior Paint
- Non-functional egress items such as doors and windows
Eligibility Requirements
- Households must have a combined income of less than 80% of Dallas County median income
- All household members must be in the US legally
- Property must be located in the City of Garland
- Applicant must have full title to the property
- Property taxes must be current
- Any mortgages must not be delinquent
- All Federal loans must be current
- Applicants are eligible to reapply for services every 5 years if repairs are at or below $5,000 and every 10 years if they are above $5,000.
- Funding is distributed on a first-come, first-served basis until all funding has been allocated.
Required Documentation
The home must be owned and occupied by the family at least 1 year before application. The following documentation is required at the submission of an application:
- 2 months of Bank Statements
- 2 Months of Paycheck Stubs
- Copies of all other income documentation received regularly
- Copies of Drivers Licenses for all family members
- Copies of Social Security Cards for all family members
- Copy of Deed of Trust
- Divorce Decree (if applicable)
- Social Security Award Letter (if applicable)
